Exposing Pakistani officials to intergovernmental relations in South Africa

Khyber-Pakhtunkhwa (KP), one of Pakistan’s four provinces, is implementing a new local government system. DOI is convening a study tour for a group of provincial and local officials.

 Jaap de Visser is the academic coordinator of a 10-day study tour that takes a group of Pakistani officials to all the major players in intergovernmental relations in South Africa.

They visit the national Department of Cooperative Governance and Traditional Affairs, National Treasury, Financial and Fiscal Commission, Western Cape Provincial Treasury, Western Cape Department of Local Government, Swartland Local Municipality and Cape Winelands District Municipality. The aim is to assist Khyber-Pakhtunkhwa to make their system of planning and budgeting better coordinated and more responsive to community needs.

The delegation comprises both elected and appointed officials and includes, amongst others, Mr. Asmat Ullah Shah (Additional Secretary, Finance Department), Mr. Mohammad Idrees Khan (Additional Secretary, Finance Department) Mr. Amer Latif (Director-General, Local Government, Elections & Rural Development Department)

The tour is funded by GIZ and put together in partnership with the Forum of Federations.
