Can cities force us to install water saving devices?

The drought is forcing cities to consider new ways of regulating water use. This is critical because rapid urbanisation and increasing water scarcity will continue to put pressure on the availability of water.

Jaap de Visser was interviewed in the John Maytham Show (CapeTalk) on whether the city could make its approval of building projects dependent on the installation of water saving devices. Prof De Visser discussed a number of city powers that could be considered as leverage to reduce water consumption. These include municipal planning, building regulations, water consumption but also development charges and property rates rebates.
