The 2026 theme focuses on the evolving relationship between central and local governments and how the balance between central oversight and local discretion shapes governance, accountability and service delivery across the continent.

This programme is ideal for government officials, policymakers, academics, researchers, civil society practitioners and development professionals seeking deeper insight into multilevel governance in Africa.
