Strengthening the Grassroots: Dullah Omar Institute Empowers Civil Society Leaders in Local Governance

The Dullah Omar Institute (DOI) at the University of the Western Cape recently concluded a high-impact initiative designed to transform community leaders into effective local government watchdogs.
From 23–25 February 2026, DOI hosted its ‘Building Capacity for Civil Society to Participate in Local Government’ workshop, bringing together dedicated representatives from the Cape Winelands District and the Breede Valley Municipality. This programme tackles the "knowledge barrier" that often prevents Civil Society Organisations (CSOs) from effectively holding officials accountable. Without a firm grasp of municipal law or budget tracking, advocacy can feel like an uphill battle; this initiative levels the playing field by providing the tools necessary to challenge poor decision-making and champion better service delivery.

The comprehensive training programme consists of five specialised short courses delivered across two Western Cape municipalities. These sessions dive deep into the essential mechanics of governance, covering everything from the legal mandates and structures of local government to the complexities of Integrated Development Plans (IDPs) and municipal budgeting. Participants also gain practical skills in monitoring basic services and public safety, while learning how to navigate procurement processes to promote integrity and transparency. By demystifying how money is spent and how contracts are awarded, the programme ensures that community oversight is backed by hard data and legal literacy.

During the three-day workshop, the focus remained on the constitutional mandate of municipalities to deliver services, sparking vibrant dialogue among leaders from diverse sectors. This collaborative environment allowed participants to share local insights while grounding their activism in a technical understanding of the law.
