WEBINAR SERIES ON LOCAL GOVERNMENT AND COVID-19
When the lockdown started, municipalities were prohibited from convening council, committee or community meetings. However, preparations for the 2020-2021 budget were underway and municipalities were instructed to continue consulting communities.
Public participation on municipal budgets is coming to an end, and municipal councils are approving 2020-2021 budgets. Six weeks into the lockdown, municipalities were instructed to conduct all their council and committee meetings on virtual platforms.
The webinar addresses two themes:
- Many of the usual mechanisms for community participation could not be used for consultation on the 2020-2021 budget. This presented challenges, but perhaps also prompted innovation? Are there best practices that can be shared and perhaps even used again?
- How are municipal councils adapting to the new norm of virtual meetings? What are the challenges and how does this affect council engagement with the budget?

Ms Malebogo Motswaledi (CFO: Magareng Local Municipality), Councillor Kelvin Johnson (Budget & Treasury Office: JB Marks Local Municipality) and Mr Nathan Fischer (City of Cape Town).
