WEBINAR SERIES ON LOCAL GOVERNMENT AND COVID-19

Topic for 4 June 2020 : RESPONSIVE MUNICIPAL BUDGETING DURING COVID-19

When the lockdown started, municipalities were prohibited from convening council, committee or community meetings. However, preparations for the 2020-2021 budget were underway and municipalities were instructed to continue consulting communities.

Public participation on municipal budgets is coming to an end, and municipal councils are approving 2020-2021 budgets. Six weeks into the lockdown, municipalities were instructed to conduct all their council and committee meetings on virtual platforms.

The webinar addresses two themes:

  1. Many of the usual mechanisms for community participation could not be used for consultation on the 2020-2021 budget. This presented challenges, but perhaps also prompted innovation? Are there best practices that can be shared and perhaps even used again?
  2. How are municipal councils adapting to the new norm of virtual meetings? What are the challenges and how does this affect council engagement with the budget?

Speakers will include:

Ms Malebogo Motswaledi (CFO: Magareng Local Municipality), Councillor Kelvin Johnson (Budget & Treasury Office: JB Marks Local Municipality) and Mr Nathan Fischer (City of Cape Town).
