- The Dullah Omar Institute (DOI) and the South African Chair in Multilevel Government are inviting you to the launch of the Factsheets. They were written by Profs Jaap De Visser, Nico Steytler, and Tinashe Carlton Chigwata from DOI, with the support of the Hanns Seidel Foundation.

A growing number of African countries are considering passing or implementing reforms that include some form of decentralisation. There is thus a demand for clear and accessible materials that would assist policymakers, practitioners, students and members of the public to better understand the various concepts and mechanisms associated with decentralisation. The Factsheets on Decentralisation in Africa serve this purpose by answering questions such as: What is the difference between decentralisation and federalism? How are local governments funded? What should their powers be? How effective is the framework for decentralisation provided for by the African Charter on Decentralisation, Local Governance and Local Development? The Factsheets identify, explain and distinguish key concepts on decentralisation in a way that is relevant to the African context.
